Dear Mr. Cooper:

Enclosed please find a letter dated April 5,1979 from Westinghouse Electric Corporation requesting an amendment to export license XCOM0142 to add additional reactor facilities in France to receive the parts and components. The licensee also requests a broad authorization to export these components to all future French comercial power reactors.

Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license amendment would be inimical to the interests of the United States, including the common defense and security.

We realize that these two requests may require considerable review time and, therefore, would appreciate your reviewing these two requests separately in order to expedite the processing of the first request.
