TRIP REPORT ON VISIT TO SHEFFIELD, ILLItiOIS, DISPOSAL SITE On March 19, 1978, K. Dragonette, tiMSS, J. M. Cutchin IV, EL),
A. B. Davis, IE Region III, and I visited the Sheffield, Illinois, licensed shallow land burial facility of Nuclear Engineering Company, Inc., to cbserve the condition of the site with respect to the license conditions.
We were met by R. P. Moore, Site Manager, who provic-d us with a key to the burial site, but informed us that he had Seer i n ci b3 his manag'mont that he could not accompary us onto the site. !ic also informed Js that Dr. T. S. Baer, NECO Vice President for Operations, was en route from the corporate office in Louisville, Kentucky, and would arrive approximately 12:30 p.m.
We proceeded to cne disposal site through the yard area, which is on NEC0 property and which is in use by NECO to receive trucks for their v
chemical waste facility adjoining the licensed facility.
As we approached the disposal area, the inspector observed that a section of fence that had been damaged on March 16, 1979, had been repaired.
We also observed that NECO had relocated the road frcm the yard area to the chemical waste site so that it no longer crossed the northeast corner of the licensed facility and had installed a new six-foot high chain-link fence topped with three strands of barbed wire enclosing the northeast corner of the disposal area.
Upon entering the disposal area, several sinkholes, gullies and erosion of topsoil were evident.
External radiation measurements were made in a sinkhole (approximately four feet deep and two feet by four feet in area) at the east end of Trench 25C and in a larger sinkhole approximately ten feet in diameter and five feet deep in the east end of Trench 23.
Radiation levels were in the range of 0.05 to 0.10 mr/hr at points accessible to the inspector from the ground surface.
The inspector noted that the size of the sinkhole in Trench 23 had increased sir.cc Friday.

John B. Martin March 22, 1979 We proceeded west along the length of Trench 24 to the center of the site.
Here we observed that a large secticn of an embankment approxi-mately 30 feet frcm the end of the trench was sloughing off. We then proceeded south to the east end of Trench 14A, which was the last trench filled 'n April 1978. The inspector pointed out sinkholes they had observed in the area between Trenches 14 and 14A. We attempted to walk out to observe these at close range, by walking out along the cap of Trench 14A, but ankle deep mud made the way impassable.
We proceeded back to the eastern boundary of the site along the length of Trench 1.
We observed that the plastic liner from the evaporation pond installed in early 1978 had been folded over but not removed.
We also observed standing water in the area between Trenches 1 and 2.
We proceeded toward the southeast corner of the site, where we observed that the chain link had pulled away approximately one foot frtm the top of the security fence.
We then proceeded back to the east end of Trench 24, where we observed a large sinkhole, approximately ten feet deep and eight feet by twelve feet in craa. We observed an object in the hole that appeared to be the concrate trench marker for the east end of Trench 24.
Radiation levels at points in the sinkhole the inspector could reach were 0.15 mr/ hr. Evidence of damage to the security fence was also observed in this area. The top three strands of barbed wire were missing in one section; and in another area, the upper support pole was hanging loose and the chain link was detached. This portion of the fence adjoins the E
NECO yard area, which has a security fence around it.
We then examined the former solidification building, which is now used as a garage. The solidification equipment had been removed and the building decontaminated; however, on an earlier inspection, IE had found traces of I-125 contamination. The inspector took duplicate swipes of the contaminated areas. Upon leaving the burial site, the inspector performed a radiation survey of two wheels of a truck parked in the yard area.
Background levels were found.
We then Jroceeded to the NECO office where we discussed our observations with Dr. Baer and two NECO attorneys, as well as Mr. Moore and A. Ambrust, the site Radiation Safety Officer.
I also examined environmental monitoring and site maintenance logs.
The NECO personnel had no comments on any of our observations.
I asked Dr. Baer if NECO intended to take any actions to correct any of the conditions we observed. He responded that in their.iew, NECO no longer had a license and no actions by them were required.
I stated that NRC's
