ments at the Canon City mill, the new impoundment which is under con-O struction, and the interceptor trench between the olo impoundments and 3

the SCS reservoir.

Following a discussion of the proposed plan and g

the possible alternatives the following course of action was agreed to:

Cotter Corp. will provide analyses of impacts of the various alternatives considered. This will include details of the alternatives, e.g., the exterit of commitment of the "old" mill facilities to the reprocessing of tailings and the expected amount of time until the completion of reprocessing.

(The "old" mill will only be used to process "old" tailings.) This submittal should be available by March 9, 1978.*

Upon receipt of the Cotter submittal, R. Williams will analyze the consequences of the various alternatives in terms of anticipated ground and surface water impacts.

The NRC will review the Cotter submittal and based on a consideration of all impacts will determine whether Cotter':, proposal is that with the smallest overall adverse effect.

(The timing of this determination will depend primarily on the completion of actions described in 1 and 2, above.)

R. Williams urged that Cotter give specific details of the proposed plan, e.g., existing and planned trenches, monitorinq nr ogrem, etc.,

Cotter Nas also urged to specify the action levels used during groundwater monitoring to determine whether the program i3 proceeding as planned.

It was agreed that if the proposed plan was accep.eJ, Colorado and Cotter could develop a license condition to specify action in the event the plan does not work,

-i.e., if the groundwater monitoring program shows that the contamination is spreading toward Lincoln Park, the cailings will be moved immediately to the new tailings impoundment.
