Dear Sir:
Attached are three signed originals and 40 conformed copies of License Change Application 53 requesting amendment of Operating License NPF-1.
This License Change Application has been evaluated to be a Class III amendment request and a check for $4000 is attached in accordance with 10 CFR 170.
Five copies of the revised pages to the Trojan Nuclear Plant Security Plan, PGE-1017, Revision 4 (Attachment 1 to LCA 53), are being sent to Robert Clerk under separate cover as directed.
We would like to take this opportunity to state our position on the implementation of the Contingency Plan.
10 CFR 73.40(b) states that "For nuclear power plants, the (Contingency) plan shall become effective 30 days after approval by the Commission".
To this end, it is our intention to implement the training for this Contingency Plan only insofar as the training required for implementation coincides with the training outlined in Section 1.4.3, " Training", in our approved Security Plan. Any additional training required for implementation will be performed in accordance with 10 CFR 73.55, Appendix B, and will be accomplished within 2 yr after our Training Plan, which will be submitted to the Commission prior to August 19, 1979, receives approval by the Comnission.
PGE has transmitted a copy of this request to the Oregen Department of Energy for their consultation.

Because of the proprietary nature of PGE-1017, a copy of Attachment I to this LCA has not been transmitted to the chief executive of the county in which the f acility is located.
We ask that you acknowledge receipt of these revised pages to PGE-1017, Revision 4, for Copies 8 through 12, inclusive, on the enclosed form and return it to R. L. Sullivan at the above address.
Please destroy the superseded pages to PGE-1017 following approval of Revision 4.
