Dear Mr. Reid:
Reference is made to Title 10, Chapter 1, Code of Federal Regulations, Part 73, Appendix C, wherein licensees of operating reactors are required to submit to the Nuclear Regulatory Ccemission a Safeguards Contingency Plan.
In accordance with this regulation, there is set out in enclosure (1) to this letter, the proposed Safeguards Contingency Plan for Units 1 and 2 of the Calvert Cliffs Nuclear Power Plant. The Plan is divided into four (4) parts; Background, Generic Planning Base, Licensee Planning Base, and Responsibility Matrix.
Since enclosure (1) to this letter provides detafied information regarding our Plant security practices, it should be considered as proprietary information and, as such, should be withheld from public disclosure pursuant to 10 CFR, Section 2.790.
