Mr. J. T. Sutherland Gentlemen:
The Georgia Power Company wishes to amend its December 13, 1978, resganse to your letter dated November 24, 1978, describing an apparent noncompliance with NRC requirements noted during your October 17-20, 1978, inspection of the Hatch Nuclear Plant.
During the inspection it was observed that Startup Procedure HNP-2-10090, which requires neutron survey instruments to be source checked to a i 20%
accuracy before use, was not followed.
Since this occurrence, the following corrective steps have been taken or will be taken.
A re-survey for neutrons will be conducted at Startup Test Condition 6
(- 100% power) using an instrument which has been calibrated to a i 20% accu-The instrument will also be checked just prior to the re-survey using a racy.
check source to assure that it meets the i 20% criteria.
In the future, all neutron survey instruments will be source checked prior to their being used to carry out the intent of Procedure HNP-2-10090.
In order to assure that the same problem does not occur in the future, all parties involved have been instructed concerning the aspects of correctly fol-lowing the procedure.
Full compliance will be achieved at the completion of Startup Test Condi-tion 6.
The inspection report contains no information which is believed to be pro-prietary.
