SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0. 41 TO PROVISIONAL OPERATING LICENSE NO. DPR-19 COMMONWEALTH EDISON COMPANY DRESDEN UNIT N0. 2 DOCKET NO. 50-237 Int roduction By letter dated March 1,1979, Commonwealth Edison Company (CECO) requested that the surveillance interval established for inspecting 28 inaccessible safety-related hydraulic shock suppressors (snubbers) at Dresden Unit No. 2 be extended by 7 days.

The inspection is required 12 months after the last inspection with an allowed variance of plus or minus 25% (3 months).

The current specification requires inspection of the snubbers at Dresden 2 by March 10, 1979.

The snubbers that are the subject of CEC's request are located in areas of the Dresden 2 facility that are not accessible during reactor operation due to high levels of radiation or the presence of an inert nitrogen atmosphere. Therefore, the reactor would have to be shut down and the reactor containment deinerted to permit inspection of the snubbers in question.

CECO previously scheduled a March 10, 1979 refueling outage for Dresden 2.

This outage would last approximately 8 weeks during which the required snubber inspections would have been performed.

However, conditions beyond CECO's control have adversely impacted the availability of power in the CECO system making it highly desirable for Dresden 2 to defer the outage for one week.

These conditions are the result of (1) Dresden Unit 3 being unavailable because of a main transformer failure and (2) frozen water ways have forced a number of fossil fueled plants on the CECO system, which are dependent on water borne transport of bulk fuel supolies, to operate at reduced power levels to assure the availability of these plants for peak power needs.

We have reviewed CECO's request and have concluded that (1) the short period of extension requested, 7 days to a nominal twelve month inspection interval, is an insignificant increase in the inspection interval and will not contribute in any quantifiable manner to an increased risk to the health and safety of the public and (2) the past operating history of these snubbers (one failure in the last 560 days of operation) provides a reasonable basis for assuming that the snubbers are presently operable and will remain operable for seven additional days.

Based upon the above considerations, we have concluded that the requested seven day extension of the snubber inspection interval is acceptable.

Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concluded that the amendment involves an action which is insignificant frgm the standpoint of environmental impact and pursuant to 10 CFR $51.5(d)(4) that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connectior with the issuance of this amendment.

Conclu sion We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
