Dear Mr. Partlow:

General Atomic Company has made several submittals of additional information supporting our proposed Measurement Control Program, Fmic and related changes.

Your letter, ref (a), approving our measurement control program contained a phrase which declared a portion remained as unapproved and further treatment was required.

Subsequently your staff provided information relating to use of the " power of the test" as a measure of standards verification adequacy. We vere asked to evaluate the formulation in relation to our experience. This has been done with the results contained in the attachment A.

In brief the results show that our standards verification program is entirely adequate.

To resolve the alleged deficiency in our material control program, we propose inserting additional words in section 4.2.1.2 as a plan change which does not decrease its effectiveness. The added words are given in Attachment B.

Should you object to this plan for resolving the program's deficiency notify us imed-intely.

We believe strongly that our program is adequate and that the additional com-mitments being placed in the FNMC will assure that our measurement control program will remain viable and acceptable to the Commission.
