Dear Mr. Hind:

Docke t 70-8; Inspection Report No. 70-008/79-02 This is in response to the subject inspection conducted by your Messrs.

Patterson and Finley on January 17-19, 1979.

The following information is provided to respond to the deficiency listed in Appendix A, Notice of Violation of the inspection report.

In order to assure compliance with 10 CFR, Part 70.54 (SNM Transfer Reports) and the dispatching of the transfer document, Form NRC-741, on the same date of the SNM shipment, the following actions have been initiated:

(1)

Internal accounting and shipping procedures have been revised whereby all Nuclear Material Transaction Report Forms NRC-741's are prepared in advance in order that they may be dispatched the same day the shipment is made.

For those situations where all the shipper's data is not available at the time of the proposed ship-ment d' ate, the shipment will be postponed or, depending upon.the urgency of the shipping requirements, the shipment may be processed and the Form 741 dispatched on the same day with estimated shipper values and corrected when the actual values are available.

(2) The Supervisor of the Nuclear Materials Management Group (NMMG) has been assigned specific responsibility to assure compliance with 10 CFR, Part 70.54.

All future shipments of nuclear materials will be under the control of the NMMG and will not be allowed to proceed until the required procedsing of the 6RC Form 741 is complete.

March 1, 1979 (3) The revised procedures and responsibilities listed above have been implemented as of this date.

Full compliance has been achieved and the initiated actions will preclude a reoccurrence of this deficiency.

All Safeguards Plans and Procedure Manuals will be revised and updated to reflect internal organizational changes, MBA changes, and records retention requirements by May 1, 1979, as agreed during the inspection.

We trust the above information and actions are responsive to our regulatory obligations.
