D. L. Ziemann letter to W. G. Counsil dated January 16, 1979.

Gentlemen:

Haddam Neck Plant Systematic Evaluation Program (SEP)

In Reference (1), the NRC Staff requested that Connecticut Yankee Atomic Power Company (CYAPC0) review the factual correctness of two draft SEP topic evalu-ations; one pertaining to atmospheric transport and diffusion characteristics (X/Q),anc the other relating,to station battery capacity testing.

In response to that request, our review has indicated that two drafts are sub-stantively correct with respect to the discussion of current design features and requirements at the Haddam Neck Plant.

It should be noted, however, that although not included in the Technical Specifications, a battery discharge test is perfonned during every refueling outage, per Procedure PM9.5-19.

Very truly yours, CONNECTICUT YANKEE ATOMIC POWER COMPANY
