Dear Sirs:

The Delaware Safe Energy Coalition is shocked by the latest news release of the internal memorandum report of the Euclear Reg-ulatory Commission on the serious safety hazards posed by the Salem I nuclear power plant. The New Castle County area is the closest heavily populated area to the the plant, with about 450,000 people within 20 miles of the Salem I plant. In the event of an accident at Salem, these lives ;;ould be endangered. This memorandum, along with the report of the leak of 15,000 gallons of radioactive water from the reactor coolant pump at Salem I, requires us to request the Euclear Regulatory Commission to shut down the Salem I plant until full and open investigation of the safety hazards has been completed.

Too many abnormal occurrences have taken place at Salem I in the pact 18 months, and these latest events seem to earrant your fullest attention. Should the plant not be shut down, we will call upon Governor DuPont of Delaware to take whatever legal action is neces-cary to insure the safety of Delaware citizens.

Dear Governor Byrne:

The Delaware Safe Energy Coalition along with other Delawareans, are surprised to hear of the news contained in the internal memorandum report of the Nuclear Regulatory Commission on the serious safety hazards posed by the Salem I and Peach Botto= nuclear power plants.

The New Castle County area is the most heavily populated area near the Salem plant. Should a serious accident occur, hundreds o f thou-sands of lives in Delaware would be imperiled. This report, coupled with a report carried two weeks ago by the News Journal on the release o f 15,000 gallons of radioactive water at Salem I two weeks ago, makes it imperative that the Salem I power plant should be shut down pending a thorough and open investigation has been completed on the safety risks at Salem.

We have contacted Delaware newspapers and radio stations in calling upon Public Service Electric and Gas Company and Delmarva Power and Light Company, who share responsibility for the safety of these plants, to close down Salem I. We feel that you should use your . influence in this matter, and request that you and Commissioner of Energy Joel Jacobsen contact the Nuclear Regulatory Commission in Washington, and request that they order Salem I shut down, and pursue an complete and publ.ic investigation o f the safety hazards at Salem. We also are contacting our two Senators and our congress-man to push for an investigation. Should the utilities not shut down the Salem plant, we will call upon Governor Pierre DuPont of Delaware to take legal action to protect the safety of the citizens of Delaware.

The New Castle County area is the closest heavily populated area to the Salem I power plant - in the event of a major accident, hundreds of thousands of lives in Delaware would be endan6ered. This report, coupled with a report carried two weeks ago by the News Journal citing the release of 15,000 gallons of radioactive water from the reactor coolant pump at Salem I, requires the Delaware Safe Energy Coalition to call for the shutdown of the Salem I power plant until a thorough and open investigation has been completed on the safety risks at Salem.

In our press releases to Delaware newspapers and radio stations, we have called upon Public Service Electric and Gas Company of New Jersey and Delmarva Power and Light Company, who share responsibility for the safety of these plants, to close down Salem I. We feel, since the sefety of Delaware citizens depends on the safe operation o f Salem I, that you should contact Governor Erendan Byrne of New Jersey to express our concerns and your concerns on this issue.

Should the utilities fail to take action in this matter, we call upon you to take legal action to shut down Salem I to protect the safety of the citizens of Delaware.
