Westinghouse Electric Corporation Docket fio. 99900404/78-04 NOTICE OF DEVIATIO?1 Based on the results of an fiRC inspection conducted on flovember 27-30, 1978, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
A.
The Westinghouse Topical Report, WCAP-8370, Section 17.1.3, Design Control, states in part that "The Project Manager is responsible for identifying to Engineering, Purchasing, Licensing and Quality Assurance groups the standard and special customer requirements applicable to each nuclear power plant.
This identification process is the start of the design ecitivity on a nuclear power plant.
This process is defined in written departmental procedures."
The Projects Policies and Procedures Manual implements this require-ment.
Procedure 1.1 of this manual requires in the section entitled, Distribution and Control of Manuals, that the " Controlled Manual holders are responsible for keeping their volumes current."
Contrary to this requirement, the current revision to Procedure 2.9, Initiation and Control of a New Project, was not included in a controlled manual used on the TBX/TCX and TGX/THX projects.
B.
Westinghouse Topical Report, WCAP 8370, Section 17.1.7, Control of Purchased Material, Equipment and Services, states that "a determina-tion of the need to re-audit the supplier's quality assurance program is made annually."
Westinghouse implementing procedure P.A.P. (Product Assurance Procedure) 5.9, states in part that "The quality perforcance of active suppliers shall be evaluated annually. The evaluation shall be documented on the Supplier Evaluation Form 55434."
Contrary to the above, Form 55434 had not been prepared to document annual reviews of supplier quality performance for WNE (Westinghouse Nuclear Europe), which is under contract to W-PWRSD to perform surveillance function for certain European suppliers of equipment for U.S. nuclear plants.
