SUBJECT:

EMERGENCY CHANGE TO THE QUAD CITIES UNIT 1 TECH SPECS On Sunday, January 14, 1979, we issued an emergency change to the Quad Cities Unit 1 Tech Specs. The change would pemit operation of the Unit in the deirerted condition beyond the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period pemitted in the Tech Specs.

The need for the change arose after a severe winter storm hit the Chicago area just after Unit 1 was deinerted Saturday, January 13 for a planned refueling shut down. Soon after the deinerting, a revised weather forecast indicated the probable need for Unit 1 to be on line to meet the Mc.ida /

morning (January 15) load. This would require (by Tech Specs) reinertug within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after going into RUN mode. There was not enough nitrogen onsite, however, to reinert, and little imediate prospect of getting it due to the severe winter storm.

About 8:00 P.M. on Saturday, January 13, Cordell Reed of CECO called Brian Grimes, AD/E&P, to tell him of their situation, and suggesting that an emergency Tech Spec change might be necessary. Brian attempted to call Gus Lainas, PSB B/C and T. A. Ippolito, Chief, ORB #3, but was unable to reach them at home. Brian called me at home about 8:30, asked me to get in touch with the appropriate CECO representatives and NRC staff to assess the situation and take the appropriate action.

I called C. Reed of CECO at his home, and got the available details, including the fact that the severicy of the storm made comunication and acquiring and transmitting accurace infomation difficult, not be mention the hour (9-11 P.M.) on Saturdry and unavailability of people.

After discussion with C. Grimes, B. Grimes, and C. Reed, between the hours of 9 and 11 P.M. I detemined -Nt a reasonable and effective course of action would be for CECO to telecopy ths *r application to us by noon Sunday, and B. Grimes, T. Ippolito, C. Grimes and R. Bevan would meet at the office to review their telecopy and talk with them on conference call. Brian Grimes determined Saturday night in discussion with vie Scinto that under extra-ordinary conditions, we could accept verbal application in whole or part.

About 12:00 noon, Sunday, January 14, B. Grimes, T. Ippolito, C. Grimes and I (RBB) met at the office, where we found the telecopy fram CECO had not come 730214a3q

I called C. Retd and learned.that they were having difficulty getting it transmitted. About 12:30 we had a conference call with C. Reed and Bob Janesec, NLA. of CECO talking with the NRC staff. They read their application to us and were still attempting to transmit it from the station.

By about 1:00 the station began to transmit the 3 page application. After we received it, we had another conference call to correct the inconsistencies in what we understood from the conference call and what was in the transmittal.

Also, we accepted the wording in the Tech Spec proposed by CECO that would grant the relief needed and would be consistent with the health and safety of the public requirements. Another conference call with the same parti-cipants about 2:30 to discuss procedures to be adopted during the extension period. Agreement was reached regarding such procedures. They are unable to monitor H, but could use SBGTS to feed and bleed air indefinitely. CECO 2

proposed procedures regarding action to be taken during LOCA which we discussed with them and found acceptable.

About 3:30 we completed the SE, cover letter, and new Tech Spec. We called E. Jordan, IE, to inform them of our action, then called CECO to infom them that the change was authorized. We read the new Spec and cover letter to them, and all agreed that CECO would, by noon the next day (Monday, January

15) telecopy a formal request, to be fo owed by the usual multiple copy application.
