C. 20555 TYPE 48H CYLINDERS With reference to our January 3,1979 telephone conversation, recent major changes in the FY 1979 operating plan for the DOE gaseous diffusion (uranium enrichment) complex have called for much lower power operations than previously planned. At the lower power levels, the complex cannot utilize the quantities of normal uranium feed material scheduled to be delivered by the feed suppliers. DOE is obligated contractually to accept specified amounts of feed and to return the suppliers' cylinders in a reasonable time period. Under the low power operation we cannot meet these obligations.
The gaseous diffusion plants (gdps) do not have sufficient capacity to transfer customer material to Government-owned cylinders for storage.
It was therefore necessary to initiate an emergency procurement of approximately 1000 cylinders to be supplied to Allied Chemical Corporation in order to allow the DOE to meet its obligations. Since Allied would be the shipper, NRC inclusion of the model 48H cylinders under USA /9090/A was requested. The initial delivery of cylinders was actually needed on December 1,1978; however, delivery is now expected by mid January.
This initial procurement is expected to fulfill requirements for the remainder of FY 1979.
n order to obtain this quantity of cylinders en such short notice, modification to an existing contract for fabrication of Type 48G (14-ton thin wall tails) cylinders was required. DOE contractor f
personnel updated the design of Type 48 OM cylinders (14-ton thin J
wall-skirted) in anticipation of the problem. The updated design L'
(48H) conforms to the latest ASME codes and specifies that ASTM A516 1
Grade 55 steel be used. The manufacturer had a sufficient quantity 9
of steel for the 1000 cylinders; however, it was ASTM A285 Grade C.

The basic difference in the steels mentioned above is the ductility

0 at low temperatures, basically below 75 F as shown by Attachment 1.
[d For our purposes, this is the only significant difference to consider between the two steels.
UF6 is drained into the cylinders as a liquid (1750 0
to 250 F) and U
solidifies at approximately 135 F (atmospheric pressure). Therefore, within the operating temperature range at which the UF6 is a liquid, the differences in A285 and A516 steels are not relevant and otherwise UF6 will be solid. Before public transport of UF6 in any 14-ton cylinder can be initiated, the cylinder must be cooled for five days to ensure all hexafluoride is in solid form and at subatmospheric pressure or below. The gaseous diffusion plants have been using cylinders fabricated of A285 steel for many years and have handled literally thousands containing UF6 in both solid and liquid forms.
The use of A285 steel instead of A516 steel will not result in an undue risk to handling personnel or the environment.
Attachments 2 and 3 are drawings and specifications of the Type 48H cylinders.
In fabricating the 1000 cylinders needed for FY 1979, the only deviation was the use of A285 rather than A516. An additional 1400 Type 48H cylinders will be procured for FY 1980 using A516 steel.
The DOE will administratively control use of the cylinders of A285 i
steel to the one-time from Allied to the diffusion plants. Based on the above infonnation, it is requested that the Type 48H cylinders described above (using both A285 and A516 steel) be included under NRC Certificate of Compliance USA /9090/A.

3.0 DESIGil SPECIFICATIONS
[
3.1 Workino Pressure kn The cylinder shall be constructed to withstand working pressures of 100 psig internal at 2353F, and 15 psig external at 235cF.
3.2 Materials of Construction 3.2.1 Cylinder Cylinder shell, heads, lifting lugs, stiffening rings, and skirts shall confom to ASTM A516, grades 55, 60, or 65, meeting heat treatment and Supplementary Requirement, 55.
The results of the impact test shali meet the acceptance criteria in ASTM A20 for the grade of A516 steel used.
If desired, ASTM A131, Grade E steel may be used for the stiffening rings.
This steel shall meet the Charpy V-Notch impact test requirements of ASTM A131. The test results shall be submitted to, and approved by, the Company prior to cylinder fabrication.
3.2.2 Pioe Plug Upset forged or extruded, or extruded and drawn aluminum bronze CDA Alloy 614 conforming to ASTM B150 witn 0.2-0.3". tin by weight. Plugs shall have solid hex head, with 1-inch-11-1/2 MPT (National Pipe Threads) confoming to ANSI B2.1.
After machining, the plugs shall be stress relieved for at least one h0ur at 8000F minimum.
H 3.2.3 Cauclinos Lp Forged steel conforming to AST'1 A105,1-inch half-coupling, 6,000-pound, confoming to AtlSI B16.11. The coupling shall be tapped with 1-inch-11-1/2 NPT (National Pipe Threads) tap.
Proportions and limits of the threads shall be as described in O
g:2 Couplings shall be counterbored as detailed en drawing E-M-14S54-A.

3.3 Testina 3.3.1 Hydrostatic Each cylinder snall be tested at 200 psig cylinder pressure. The test pressure shall be maintained during inspection of all joints.
If leakage is detected, repairs shall be made only as permitted by and in accordance with the ASME Ccde, and the cylinder shall be retested after the repairs are ccmplete.
3.3.2 Air Following the cleaning, hydrostatic testing, drying, and plug and i
valve installation, each cylinder shall be pressurized to 10 psig using filtered dry air (-40cF dew point as measured with an Alnor dew point meter). The cylincers shall be -scap tested for leaks around the valve and plug threads and then pressurized to 50 psig. While under 50 psig pressure, all welds and the plug and valve connections shall be soap tested with no leakage being h
permittec. Any welded repair must be folicwed by reapplication of p
the hydrostatic test, cleaning, drying, and air test.

1 4.1 Procedures 4.1.1 The Seller shall establish and maintain written' quality centrol procedures for manufacturing, cleaning, inspecting, equipment calibration, and testing to assure that the finished product meets the requirements of this specification. Such procedures may con-sist of, or be based upon, the Seller's written specifications for like practices; or, shall be developed to meet the requirements of this specification.
Industry standards, together with a program of frequent inspection and verification of the Seller's adherence to such standards are acceptable.
4.2 Accrovals 4.2.1 The Seller shall, prior to the start of fabrication, submit copies of his proposed procedures to the Company for approval. Changes in approved procedures may not be made during manufacture without prior written approval by the Company. The Com:any shall be notified five days in advance of the start of fabrication to allow a Ccmpany representative to witness initial production, and shall be pemitted access to the manufacturing facilities at any reasonable time to verify that the quality control procedures are being implemented in manufacturing.
4.3 Subcontractors 4.3.1 The requirements for certification of materials and centrol of quality through inspection shall be imposed by the Seller on his subcontractors, if any.

5.1.1 Can't.

be used in fabrication of the cylinders, shall be impact tested.
l-Test plates, including those for the appendages, shall have butt type weld joints. The weld metal specimens shall be taken across the weld with the rotch in the weld metal. Each specimen shall be oriented so that the notch is nomal to the surface of the material and one face of the specimen shall be within 1/16-inch of the surface of the material. For A516 steel, these impact tests shall be perfomed in accordance with ASTM A2'O for Charpy V-Notch tests. The results shall meet the acceptance criteria listed in ASTM A20 for the grade of A516 steel used.
For A131-E steel, the Charpy V-Notch impact tests and acceptance criteria shall be as specified in ASTM A131 for grade E steel.
The test results shall be submitted to, and approved by, the Company prior to cylinder fabrication.
5.2 X-Ray Examination 5.2.1 A minimum of one spot X-ray examination per cylinder shall be made in accordance with Section UW-52 of the Code using a fine grain X-ray film (Kodak Type AA, or Ccmpany-approved equivalent). Unless otherwise directed by the Code Inspector, locations of the spot

shall be at the juncture of the longitudinal seam and the circumferential head weld, alternating ends for successive cylinders. Any weld imperfections incicated by the radiographs shall not exceed those permitted by Section UW-52 (except for rounded indications which shall be required to meet UW-51) of the Code.

k 5.4 Valve and Pluo Installation 5.4.1 Valves will be supplied to the Seller by the Ccmpany with valve H
threads already tinned with a thin unifom coating of ASTM B32, 1
Alloy 50A solder. The dimensions of the valves are shown on the referenced drawing. The threaded portion of the valve which will be installed in the cylinder coupling is cut with approximately 13-14 ccmplete threads.
5.4.2 Plugs and couplings shall be furnished by the Seller. Plug threads shall be tinned with a thin unifom ccating of ASTM B32, Alloy 50A solder before installation. The 1-inch - 6,000-pcund half-couplings into which the valve and plug are to be installed shall be threaded as specified under Section 3.2.3.
5.4.3 The valve and plug coupling threads'shall be chased with a 1-inch 11-1/2 NGT tap after being welded to the vessel head.
5.4.4 The valve and plug thread engagement shall be obtained using a minimum of 150 and not more than 400 ft-lb of wrench torque. Torque wrench shall be applied to the valve body and not to the bonnet nut. An indicating torque wrench shall be used for valve and plug installation. No material of any kir.d, other than the speci-fied solder, shall be used on the threads to facilitate installation.
A minimum of seven and a maximum of 12 valve threads shall be engaged. For the plug, a minimum of five and a maximum of eight
- threads shall be engaged.
5.5 Cylinder Cacacity 5.5.1 The Seller shall detemine the capacity of each cylinder by ccmpletely filling the cylinder with water.

Acceptance will be based on (1) review of the Seller's cartified test reports; (2) visual inspection of workmanship, cleanliness, anc the condition of all attachments; (3) cylinder dimensional inspection; anc (4) cylinder vacuum check. Failure to meet any of the above recuirements shall be cause for rejection of the cylinder.
