NORTH CAROLINA STATE UNIVERSITY AT RALEIGH SCHOOL OF ENGINEERING DEPARTMENT OF NucuAR ExcmEERmc 15 January 1979 NucuAR REACTVR PROGRAM Box 5636 2,IP 27650 Director, Operating Reactors Branch # 3 .

Division of Reactor Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555

SUBJECT:

Request for an Extension to the R-63 Reactor License Request extension of our R-63 Reactor License to 19 February 1981, from 19 February, 1979, the date on which the current license terminates.

This license is to "posess but not operate".

Plans are being formulated to dismantle and decontaminate the R-3*

reactor with the objective of releasing the reactor to an " unrestricted" status. These plans will be submitted to NRC for approval in accordance with our previous correspondence.

Basically, the approach to this objective is in two parts; i.e., the shipment of the fuel (we may retain up to five fuel assemblies for use with our PULSTAR facility), and the removal of the radioactive component for burial and decontamination of the biological shield. Contact has been made with DOE, Savannah River, concerning the receipt of the fuel.

Based upon our initial submittal, they have asked numerous questions.

The answers are now being prepared. Also, we are seeking bids for this work and have received two responses to date. Our efforts will continue independent of our request for bids.

This extension will permit the scheduling of the fuel shipment subject to the availability of approved casks and obtaining the requisite shipping authority, in addition to the approval.for a decommissioning plan and execution of the dismantling procedure.

Sincerely your ,
