Dear Sir:
In accordance with the James A. FitzPatrick Nuclear Power Plant Environmental Technical Specifications (Appendix B, Section 4.2.1.a), please find enclosed ten copies of " Final Report - Postoperational Hydrothermal Surveys, June 1976 -
November 1977, James A. FitzPatrick Nuclear Power Plant, Power Authority of the State of New York," dated September, 1978.
As stated in the report, the postoperational hydrothermal surveys were conducted over a two year period and included seasonal variations of critical lake conditions.
Based on the two years of surveys outlined in the enclosed report, to-gether with the analyses presented in the 316 (a) and 316(b)
Demonstrations for the FitzPatrick Plant for the USEPA (sub-mitted to the U.S. Nuclear Regulatory Commission on 10 November 1977), the Power Authority believes that the operation of the FitzPatrick plant,and the adjacent Nine Mile Point plant of Niagard' Mohawk Power Corporation, has been demonstrated to impose no significant ecological impact on the aquatic environment.

,.. January 5, 1979 Thus, now that the requirement to conduct such hydro-thermal surveys has been fulfilled, the Power Authority's thermal plume mapping program has been concluded.
