FACILITY ATTACHMENT - NRX, NRU, AND SLOWP0KE REACTORS (LICENSE APPLICATION XSNM01292)

Discussion:

The subject license application to export high-enriched uranium to Canada for use in the NRX, NRU, and Slowpoke reactors was forwarded for Commission action on December 22, 1978 (SECY 78-627A).

In that paper the staff advised that facility attachment information had been requested and would b.e forwarded when received.

On December 29, I received a telephone call from Louis Nosenzo of the Department of State advising that facility attachments for the NRX, NRU, and Slowpoke reactors are now in force.

We are relaying this verbal information in the interest of early notification to the Commissioners. We expect State to provide additional follow-up in writing at a later date.

The staff is continuing to receive calls from Canadian Embassy officials on the urgent need for this license.

Once again, we recommend that the Commission authorize the issuance of export license XSNM01292.
