Dear Friends of the Earth:
Your recent letter expressed your concern about the proposed construction of a nuclear power plant in the Philippine Islands and your opposition to the Nuclear Regulatory Com-mission's granting of an export license for the reactor.
At the present time, the NRC, which is an independent regulatory agency, is awaiting the final views of the U.S.
Executive Branch agencies before reaching a decision on this proposed reacter expert license.
The NRC is responsible for considering certain aspects of any proposed export, and will not license the export of this reactor unless the recuirements cf U.S.
law are met.
Some of the issues which you raise in your letter are the Ccmmission's statutory responsibility-others are within the jurisdictions of other U.S.
government agencies: still others involve matters which the Philippine government must decide.
I have fcrwarded your letter to the Commissic.'s Secretary se that it will be available to the Commissior in its con-sideration of this application.
