Dear Concerned Americans:
Ycur recent letter expressed your concern about the proposed construction of a nuclear power plant in the Philippine Islands and your opposition to the Nuclear Regulatory Com-mission'~s granting of an export license for the reactor.
At the present time, the NRC, which.is an independent regulatory agency, is awaiting the final views of the U.S.
Executive Branch agencies before reaching a decision on this proposed reactor export license.
The NRC is responsible for considering certain aspects of any proposed export, and will not license the export of this reactor unless the requirements of U.S.
law are met.
Scme of the issues which you raise in your letter are the Ccmrission's statutory responsibility; others are within the jurisdictions of other U.S.
government agencies; still ethers involve matters which the Philippine government must decide.
I have forwarded your letter to the Commission's Secretary sc that it will be available to the Commission in its con-s;deration cf this application.
