Enclosed please find an application from Teledyne Wah Chang Albany for a license to export zircaloy-4 tube shells to West Germany for fabrication into fuel element cladding tubes for ultimate use in nuclear power stations located in Iran, West Germany, and Switzerland.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested liiense would be inimical to the interests of the United States, inc'; ding the conmon defense and security.
