BLACK & VEATCH PROPOSED QA TOPICAL REPORT In response co your October 31, 1978 letter, the topical report you propose to subnit describing the Black & Veatch Quality Assurance Program qualifies under the 11RC Topical Report Program. You should submit 33 copies of the topical report designated BVTR-1-0 to my attention since this office has -

Program !!anager responsibility for all QA topical reports. Our estimated review schedule will be sent to you following receipt of the topical report and our assessment of the scope of work entailed.

A copy of the fluclear Regulatory Connission Topical Report Program is enclosed for your infomation and use. This document describes the practices the regulatory staff will follow in processing topical report reviews related to QA.

You should be aware that as of March 23, 1978, a license fee-is being charged '

for the review of topical reports, including those related to QA. As discussed in 10 CFR Part 170, " Fees for Facilities and flater.ials Licenses and Other Regulatory Services Under the Atomic Energy Act of 1954, as Amended," the maximum fee for the review of a QA topical report is $20,000.
