This refers to the inspection conducted by Mr. R. E. Burgin of this of fice on March 12 and 13,1980, authorized by NRC Byproduct Material Licenses No. 12-00330-05 and No. 12-00330-11 and to the discussion of our findings with you and Mr.11. Mandel at the conclusion of the in-spection.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspection consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, certain of your activities appeared to be in noncompliance with NRC requirements, as described in the enclosed Appendix A.
During this inspection the items of noncompliance identified in Appendix A were observed in many of the user's laboratories visited. All of the items of noncompliance identified had been noted previously by your health physics staff; however, a review of internal audits showed an inability of the University to enforce corrective action.
This inability to force users to correct internally identified deficiencies has in the past at institutions similar to yours caused or contributed to occurrences related to health and safety.

University of Illinois at Urbana-Champaign MAR 2 5 E80 responsibility for conducting a safe radiation program lies with the University administration.
We feel stronger management controls are necessary to assure that all users of radioactive materials under your license comply with NRC regulations and license requirements. Consequently, in your response to this letter, tell us what actions you will take, administratively, to ensure full compliance with NRC requirements and correct deficiencies identified by your health physics staff.
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Section 2.201 requires you to submit to this office within twenty days of your receipt of this notice a written statement or explanation in reply, including for each item of noncompliance: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.
We will gladly discuss any questions you have concerning this inspection.
