Spec. 3.6.1.2 and 10CFR50 Appendix J (based on overa)1 leakape) when tested per IRfP-2-3952, did not reet the individual valve leak ate criteria per ASHC Section XI.

It was originally interpreted that the ALHi. acceptance criteria did not go into effect until cormerttel operation; hwever, the interpretation that it took effect with issuanc?
of the operating license (6-13-78) caused the above valves to not nieet the A!J4E criteria.
There were no penannel overexposures or injuries and no releases of red-ioactive waterials as a result of this occurrence.
