RESPONSE TO NRC INSPECTION FINDINGS SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION DOCKET NOS. 50-498/79-04 AND 50-499/79-04

Dear Mr. Seidle:

The following is Houston Lighting 6 Power Company's response to the items of noncompliance identified in IE Inspection Report Nos.

50-498/79-04 and 50-499/79-04, dated April 11, 1979.

Because both items of noncompliance are closely interrelated and are violations of the concrete preplacement and placement procedures, a single re-sponse has been given.

Failure to Follow Concrete Placement Procedures 1.

Corrective Action Taken A training session for the appropriate construction craf* personnel and all QC placement inspectors was held 1pril 11,1979. The topics of the training cosere A both water on the surface of areas where concrete is to be placed and the proper use of vi-brators to move concrete laterally. Highlighted in this training session were the adverse consequences of the failure to remove water and consolidation of concrete.

Recurrence Control

'o prevent future procedural violations of this type,

. dditional surveillance of concrete preplacement and placement will be performed to monitor for cited con-ditions for the next two months. The first of these surveillances was performed on April 19, 1979.

To date, results indicate that full compliance has been achieved.

Additional surveillance will be continued until approximately June 20, 1979.
