Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Longitudinal Weld Defects in ASME SA-312 Stainless Steel Pipe _

In Reference (1), Northeast Nuclear Energy Company (NNECO) responded to NRC concerns regarding possible longitudinal weld defects as described in I&E Bulle-tin 79-03.

Reference (1) indicated that prior to the start of Cycle 3 operation, NNECO would report the results of the examinations completed and discuss plans with respect to possible additional examinations.

In fulfillment of that commit-met.t, the following information is provided.

A total of 159 feet,f the subject pipe with seam welds on twelve-inch diameter safety injection piping have been examined pursuant to Technical Specification 4.4.10.a.

The examination involved the pipe from the discharge of all four safety injection tanks to each safety injection flow valve.

The welds were found to be acceptable, in that no reportable ultrasonic signals were detected.

NNECO's evaluation of these results has determined that the successful comple-tion of this sample of the subject pipe is adequate justification to resume plant operation. The basis tor this determination is that the sample examined represents a significant frection of the total Youngstown seam welded pipe in use at Millstone Unit No. 2, approximately 29%, and that no reportable ultrasonic signals were detected.

However, in recognition of the hE concern identified in I&E Bulletin 79-03, please be advised that it is the intention of NNECO to examine the remainder of the subject pipe in use at Millstone Unit No. 2 prior to the start of Cycle 4 operation.
