Dear Mr. Jordan:

The Comission has issued the enclosed Amendment No. 7 to facility Operating License No. R-31 for the AGN-201 nuclear research reactor in response to your application dated October 12,1977 and as supplemented April 21, 1978 and January 5,1979.

The amendment renews the facility operating license until November 15, 1997, and incorporates in the license Technical Specifications consistent with the requirerrcnts of Section 50.36 of 10 CFR Part 50. These '

Technical Specifications provide a more concise and definitn'e statement of the limits of reactor operating parameters and surveil-lance measures required to assure that these limits are not exceeded.

The amendment also restates the license in its entirety, utilizing the current license format, to delete those items transferred to the Technical Specifications. The amendment also adds a paragraph to the license which identifies the currently approved security plan and incorporates the plan as a condition of the license.

The document ccmprising the currently approved security plan for the AGN-201 rssearch reactor and our evaluation findings are in the Commission's files.

Although the Comission has renewed your license herein, the condition i

of licenses (10 CFR 50.54(m)) prescribing that an NRC licensed Senior Reactor Operator (SRO) must be present during any initial startup prevails. You are therefore requested to notify NRC Region I and t

this office when you have obtained a licensed SR0 and prior to your initial startup under this license.
