Maine Yankee Answer to USNRC Order to Show Cause In accordance with the requirenents set forth in 10 CFR Part 50, we hereby submit thirty-four (34) additional copics of Maine Yankee's answer to the USNRC order to show cause, (Reference b). The original and five (5) copies of this answer were separately hand delivered to your office. In addition, we have also hand delivered to you, the Interim Report for the thine Yankee Atomic Power Station, dated April 1,1979, which was completed by Stone & Webster, and the Containnent Spray Piping Analysis of Pipe Supports H-51 and H-53. SUER TO THE ORDER TO SHO'.i CAUSE Pursuant to 10 CFR 5 2.202 Maine Yanhec Atonic Pcver Corpany (Maine Yankee or Licensec) the holder of Operating Licenec DPR-36 for P2inc Yankee Atonic Pcwcr Staticn (MYAPS) rakes ansucr to the Order to Shcw Cause (Order) issued by the Director of Nuc1 car Reactor Regulation (Director) under date of March 13, 1979 as follows: to the As required by 10 CFR 5 2.202(b) the Licenscc with respect various paragraphs of the Order: 1-6. Admits the allegations set forth in the first six paragraphs. 7. With respect., the allegations set forth in the seventh paragraph, admits the allegaticns set forth in the first two sentences, but says that the remainder of said seventh paragraph sets forth conclusions rather than allegations of fact and that therefore the Licensee is not called upon to adnit or deny the sace. 8-12. And further answering the Licensec says: The Order directed an innediate shutdown of MYAPS because 13. of the Director's finding that certain piping systens related to safety were analy:cd relative to carthquake loads by Stone & Webster using a conputer code that was incorrect in its treatment of the loads, i. e_. the loads were succed algebraically. Since the issuance of the Order, the Licensee has reanaly cd 14. the facility piping systems described in paragraph 13 for scisaic loads using an appropriate ecthod which does not sum loads algebraically. The above described analyses indicate that no codifications to 15. facility piping systees are neccesary. 16. Thus, no basis exists for the continued suspension of the facility operation as contemplated by the Order. WHEREFORE, Paine Yankee proposes: the Director codify or rescind so cuch of his Order of A.
