Dear Mr. Crow:
This letter is to confirm our phone conversation of February 28, as follows:
tA 1.
You had received my letter L-321 of 9 February 1979, suggesting EGSG,,

Santa Barbara Operations would allow SNM license (SNM-682) to expire on 3/31/79 because of our exempt status.
2.
Additionally, you had received a copy of a letter from Mr. R. D. Duncan, Assistant iianager for Administration, NVO, to Mr. Thomas P. Davis, Acting Operations Manager, Santa Barbara Operations, suggesting SB0 qualified for exempt status with regard to accountable nuclear materials.
3.
You also received a Certificate of Disposition suggesting all materials previously held under SNM-682 are presently identified under RIS-NAF.
The certificate is dated 12 February 1979.
4.
You also suggested that, exemptions not being straightforward at present, there would have to be a legal ruling on the status of our exemption.
I f tha Santa Barbara Operations of EGSG, Inc., cannot qualify as exempt under the interpretation presented in the letter, Ray D. Duncan to Thomas P.
Davis, we would request full term renewal of our license as it now exists, pn 1
i believe this request.will meet the 30-day timely renewal you suggested.
