Dear Mr. Cooper:

Enclosed please find an application from Wolverine Division UOP for a license to export Zircaloy-4 tubing to France via Belgium, for use in the Tricastin IV, Gravelines III, and Dampierre III nuclear reactors.

You will note that in January this application was erroneously sent to the Depart-ment of Commerce for licensing action.

Because of the amount of time that has elapsed since the application was submitted and the urgent requirement of the material, we would appreciate your expeditious handling of this request.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security.
