RARE II On previous occasions I have provided you inforraation regarding RARE II, a program to review and evaluate the 62 million acres of roadless and undeveloped areas on National Forests and Grasslands.

You have provided helpful information and comments on the Draft Environmental Statement. We have worked closely with your staffs to incorporate their major concerns.

Your interest and assistance to date are appreciated.

On January 4 I described the RARE II proposal in a press conference and held a briefing for Federal agency representatives.

The enclosed sum =ary provides additional information about RARE II.

It lists each roadless area by State and National Forest and shows areas reco= mended for wilderness (W), further planning (FP), or multiple uses other than wilderness (nonwilderness management (NW).

This information will enable you to begin review activities.

Copies of the full Final Environmental Statement will be sent to you the week of January 22, when it will be available from the printer.

Interagency review is being provided before I transmit my final RARE II recommendations to the President.

During this time, I would appreciate having your views so I can consider any adjustments to the current recommen-dations which might be appropriate.

I am proposing legislation to designate as wilderness approximately 15 cillion acres of the 62 million acres of roadless and undeveloped areas.

Those areas reconcended for wilderness will be protected from activities which might alter wilderness qualities, unless such activities are permitted by law or prior valid right.

I as proposing that over 36 million acres be managed for multiple uses other than wilderness.

Those areas would become available for such uses after April 15, 1979.

This implementation date provides Congress with a 90-day review period.

And, I am proposing that nearly 11 million acres be allocated to further planning for all cultiple uses, including wilderness.

Subject to valid existing rights these areas will remain undeveloped until forest land ca n a ger.ent, resource, or project plans can be completed on the areas incolved.

I believe the Fir 1 Environcental Statement analysis supports the proposed ac:isn, showing ;uat it will best meet both the wilderness and other resource needs of the Nation.

It enhances the Wilderness System while providing for a continuous, substantial flow of renewable goods and services from National Forest System lands.

Again, I would be pleased to have, before February 28, any further views you care to offer as part of this interagency review process.

RARE II On January 12, 1979, I wrote to you to ask if you have reactions to offer to my recommendations resulting from the Roadless Area Review and Evaluation (RARE II). At that time, I provided you with a summary of the final environmental impact statement on my proposed action.

There have been unanticipated difficulties in the printing and distribution of the full environmental impact statement, making i*. difficult for some to complete their critique and to contribute to the review by February 28.

Therefore, I am informing you that any reactions you offer prior to March 15 will be timely for consideration during the interagency review process.

We still expect the Administration's legislative recommendations to be made' to the Congress in early April, and still plan to proceed with the management of the areas earmarked for uses other than wilderness after April 15.
