7590-01 UNITED STATES NUCLEAR REGULATORY C0tiMI3SION DOCKET NOS. 50-295 AND 50-304 COMMONWEALTH EDIS0N COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment Nos. 45 and 42 to Facility Operating License Nos.

DPR-39 and DPR-48, issued to Commonwealth Edison Company (the licensee),

which revised the licenses for operation of the Zion Station, Unit Nos. 1 and 2, (the facility), located in Lake County, Illinois.

The amendments became effective on February 23, 1979.

The amendments add license conditions to include the Commission-approved physical security plan as part of the licenses.

The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission.'s rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments. Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

7590-01 The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.

The licensee's filings dated November 18, 1977, as revised May 26 and July 25, 1978, and the Commission's Security Plan Evaluation Report are being withheld from public disclosure pursuant to 10 CFR 2.790(d). The withheld info mation is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
