SUBJECT:

MEETING MINUTES Purpose To discuss Westinghouse Electric Corporation's (WEC's) plans for the disposal of solid process wastes from the lagoon system, and the revised scrap recovery process and other activities for the new plant addition.

Solid Waste Disposal

. The WEC representatives described three possible routes for the long-term disposal of the lagoon solids and future solid wastes from the process operations.

The passible disposal methods include (1) offsite burial at a liccnsed burial site, and (2) two methods that could involve degradation of residual low enriched uranium (in ppm range) in solid wastes to source material by dilution with depleted uranium.

an opinion on the legality of the degradation procedure. WEC representatives were told that although the question of a deminimus concentration was under review by NRC, no decision would be forthcoming for some time. WEC represcntatives were also advised to consult the Safeguards Division and Transportation Branch for advice on the safeguards and transportation aspects of the waste disposal procedures under consideration.

Because of the time required for WEC's decision and action on solid process waste disposal, a new lagoon will be needed at the Columbia Plant before the end of 1979.

WEC was told that a license amendment will be needed to authorize construction and use of the new lagoon.

Further, WEC was told that NRC should be informed prior to any new construction on their site.

B.

Building Addition The SNM operations to be carried out in the building addition (the environmental effects of the addition were adhessed in the WEC environmental report) include a solvent extraction scrap recovery process, incinerator, a chemical development laboratory, and fuel storage.

The controls for the new solvent extraction scrap recovery operations and other new operations will meet the nuclear criticality safety, radiological safety and industrial safety controls of the current license.

The safety controls on the new incinerator will meet the requirements in the existing license for the existing incinerator.

A formal application will be submitted by WEC within a few weeks requesting authorization for the activities in the new building extension. The application will include a safety demonstration for the operations not covered in the existing license. WEC was requested to include information on the ventilati,on arrangements for the new area.

The.WEC representatives also briefly described ongoing extensive revisions to upgrade the ventilation and off-gas filtering systems for the entire Columbia Plant.
