SUBJECT:
ISNM 79002-PROPOSED IMPORT OF 178 KILOGRAMS URANIUM, ENRICHED TO 2.6% U-235 IN GD203/UO2 g
PELLETS On January 11,1979, Transnuclear, Inc., requested authority to iiaport 178 kilograms of uranium, enriched to 2.6% U-235, con-tained in gadolinium UO2 pellets, from Reaktor Brennelement Union, Gmbh, West Gemany.
The material will be shipped to the Babcock & Wilcox facility, l
Lynchburg, Va., for zero power testing and subsequent re-export.
i The material will be packaged in three type A pellet containers i
bearing certificate of compliance number USA /0056/A(jr.
This material is in a non-volatile, non-corrosive form and the primary hazard from a potential accident which might breach the container is one of chemical rather than radiological toxicity.
The radiological impacts from import shipments were evaluated in the Final Environmental Statement of the Transportation of Radio-active Material by Air and Other Modes, NUREG-0170, ar,i were deter-mined to be negligible compared to impacts from domestic shipments.
The staff finds that this import will not be inimical to the cormion defense and security, will not constitute ar. unreasonable risk to the health and safety of the public, and will have no significant environmental impact.
