Dear Mr. Denton:
Per Reference (a), Commonwealth Edison Company re-quested the NRC Staff for authorization to remove APDMS Surveillance on Zion Unit 1 while in Base Load operation.
Per discussions with the NRC Staff, the following additional information is provided in support of Commonwealth Edison's request in Reference (a).

Analyze a full core flux map at the power level limited by APDMS surveillance to insure that the Fg limit of 1.86 will be met at 100% power; and 3.
Perform and analyze a full core flux map at least one week, two weeks and monthly after achieving a Base Load mode of operation.
As indicated in Reference (a), whenever Zion Station is not in the Base Load mode of operation, APDMS surveillance will be reinstated above 88% power and the above procedute will be followed to return to Base Load operation.
In addition, pending additional review by Commonwealth Edison Company and the NRC Staff of the ECCS reanalysis (Fg = 1.86) and the associated Commonwealth Edison license amendment including technical specification changes, Commonwealth Edison will administratively include the following additional procedures for Base Load operation:

For power levels between 90 and 100% of rated power 6 I will be maintained within the band from target using a + 3% giI band; and 2.
Power ramps will be limited to less than 1/4%
per minute.
