Marble Hill Nuclear Generating Station Units 1 and 2

Dear Mr. Fiorelli:

In accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice" Part 2, Title 10, Code of Federal Regulations, Public Service Company of Indiana, Inc. (PSI) of fers the following information in addition to the responses given in PSI's letters (DSN 0423806500 and 0618806500) dated

-April 22,1980 and June 16, 1980, as discussed on July 2, 1980 with Mr. F.C. Hawkins of your staff concerning Item of Noncompliance 50-546/80-06-02; 50-547/80-06-02 which identified conflicts between specification requirements and PSAR commitments.

PSI acknowledges this deficiency and has taken appropriate action as follows for those specific items identified as noncompliances in NRC Report Number 80-06.

1. PSI will comply with ASTM C172 for sampling concrete. The appropriate specification changes have been made.
2. PSI will comply with the ANS N45.2.5-1974 frequency for in process sampling of cement. We are currently verifying that this frequency was achieved for past work and evaluating the effect of previous testing.
3. The seventy-two (72) hcur time limit was specified in S&L Specification Y-2850 to facilitate construction activities. As per our past experience, 20 + 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> is adequate and the applicable specifications have been revised accordingly to comply with ANSI N45.2.5-1974 requirements. Additionally, we are currently evaluating the ef fect of initial curing of the compressive strength specimens and the effect of previous testing.

Rex PUBUC SERVICE July 18, 1980 INDIANA Mr. Fiorelli 4. PSI has revised the applicable specifications to comply with ANSI N45.2.5-1974 requirements for frequency of sampling compressive strength specimens.

As stated in our previous correspondence, the specification changes as described have been completed. The evaluation of the ef fect on previous work in light of revised commitments is currently in progress and is scheduled for completion on or before August 1, 1980. PSI reaffirms our commitments to comply to the quality assurance requirements as stated in the Marble Hill PSAR and Quality Assurance Programs.
