NOTICE OF ISSUANCE CF DIRECTOR'S DECISION UNCER 10 CFR 02.206 By petition dated May 2,1979, Robert A. Backus, on behalf of the Seaccast Anti-Pollution League (SA"L) requested that the Director, Office of 'iuclear Reactor b gulation, issue an Order to Show Cause why Construction Permit Mos.
CPP-125 and CM'?-7 7; for the Scabrcc's Staticn, Unit h. I and 2, should not l'e sus ended er revok M.
SAPL based its request on:
(1) Failure of NRC to require development of an evacuation plan beyond the low population zone as part of the construction permit ;'ro-ccedings, and (2) Failure of.UC to evaluate the consequences of a Cicss 9 accident, including the necessity for evacuation beyond the 109 population zone.
Notice of receipt of SAPL's petition was published in the Federal Register (44 F. R. 32054 (June 4,1979)). On July 30, 1979, the flew England Coalition on Nuclear Pollution (NECNP) filed a r.emorandum in support of SAPL's petition.
On November 16, 1979, the Commonwealth of Massachusetts also filed a nenorandum in support. On October 12, 1979, the State of New Harpshire filed a State':ent of Position.

. Upon review of the material submitted by SAPL, "ECNP, and "assachusetts and upon consideration of other relevant information, I have deternined not to issue an Order to Show Cause. Accordingly, the requests of SAPL and NEC.*lP are denied. A copy of the cecision in this natter is available for inspection in tt.e Ccmission's Public Occu nent Rocn,1717 H Street, N. W., Washington, D. C. 20555, and in the local pubite cocunent rocn for the Seabrook Station at the Exeter Public Library, Front Street, Exeter, New Hampshire 02333. A copy'of this decisien will also be filed with the Secretary for the Cem.ission's review in accordance with 10 CFR r;2.?C6(c) of the Comission's regulations.
As provided in 10 CFR 52.205(c), this decision will constitute the final action of tSe Cemission 20 days after the date of issuance of the decision, unless the Cecnission on its csn motion inst'tutes a review of this decisicn
