Peoples to D. G. Eisenhut Dear Mr. Eisenhuta Pursuant to 10 CFR 50.59, Commonwealth Edison Company hereby requests a change to Operating License Nos. DPR-39 and DPR-48, Appendix A, Technical Specifications.
The purpose of this amendment is to revise the Zion Technical Specifications on Auxiliary Feedwater Systems to comply with the NRC Staf f recommendations

contained in Reference (a).
The changen to the Z'fon Technical

Specifications proposed by Commonwealth Edison in References (b) and (c) are contained in Attachment 1.
The proposed Zion Station Technical Specifications in follow closely the Standard Technical Specifications as well as the NRC Staff guidance provided in Reference (a).
How-ever, because the Standard Technical Specifications were not prepared explicitly for Zion Station, some deviations are appropriate for consistency to the Zion design format, and nomenclature.
An example is the requirement to bring the reactor to below 350* F within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> if the auxiliary feedwater LCO cannot be met.
Although there is no basis for the 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> time limit specified in the Zion Final Safety Analysis Report ( FS AR), this limit was incorporated from the Standard Technical Specifications.
That 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> provides sufficient time to either correct.the problem or to bring the reactor to below 1677 351 2 0 01 o a o (553

50-304 Mr. Darrell G. Eisenhut December 31, 1979 350 *F, where the Residual Heat Removal System can provide for continued plant cooldown.
The proposed 7 day limit (in lieu of the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> limit in the Standard Technical Specifications) to restore the third Auxiliary Feedwater Pump System to service prior to mandatory reactor shutdcwn is based upon the expected minimum time to complete several types of major repairs to the pump system (bearing, shaft, impeller repairs, motor rewind, etc.).
The 7 day time frame also maintains consistency with limiting conditions for operation imposed upon engineered safeguards equipment with similar redundancy, i.e.
the same 7 day limit for full system restoration following a single retouction in redundancy.-
The proposed technical specification changes of Attach-ment 1, have been reviewed and approved by Commonwealth Edison On-Site and Off-Site Review.
Commonwealth Edison has determined that this proposed amendment is a combined Class III and Class I Amendment per 10 CFR 170.22.
As such, Commonwealth Edisan has enclosed a fee remittance in the amount of $4,400.00 for this proposed amendment.
Commonwealth Edison has concluded that the proposed amendment change does not involve a significant hazards consideration since the acceptability of the issue involved is clearly identified by an NRC position.
