UCS PETITION TO DECOMMISSION INDIAN POINT 1 AND SHUTDOWN INDIAN POINT 2 AND 3 (TACS 12209 AND 12210)

Enclosed is a proposed response to item 60.b)," Aging of Equipment", of the subject UCS petition.

Please note that the enclosure does not address the seismic qualification aspect of the UCS contention.

It is our understanding that the Engineering Branch will address this issue.

An advance copy of the. enclosure was rovided to the ORPM, L. Olshan, earlier this month.

ENCLOSURE b) Aging of Equipment The staff acknowledges that new equipment may have been used in the original equipment qualification testing for Indian Point Units 2 and 3, and that no systematic effort was m;de to detemine the length of time in service the results would remain valid.

In order to assure that this aspect of equipment qualification is adequately addressed, the staff has included consideration of the potential effects of aging in its current program to reevaluate the adequacy of equipment quali-fication in all operating reactors. This reevaluational is be*

conducted in conjunction with our review of the licensees' responses to IE Bulletin 79-01, " Environmental Qualification of Class IE Equipment."

The licensees' responses to IE Bulletin 79-01 will be evaluated in accordance with a set of guidelines set forth in a staff document Class IE Electrical Equipment in Operating Reactors."glification of entitled, " Guidelines for Evaluating Environmental Qu These guide-lines require that a specific qualified life be established for equip-ment using materials that have been identified as being susceptible to significant degradation due to themal and radiation aging. A list of materials which may be found in nuclear power plants along with an indication of the material susceptability to thermal and radiation aging is provided in an Appendix to the guidelines. The guidelines further require that ongoing programs be in existance at the plant to review surveillance and maintenance records to assure that equipment which is exhibiting age related degradation will be identified and replaced as necessary.

We believe that the program outlined above provides reasonable assurance that equipment subject to significant degradation due to aging will be identified and that maintenance or replacement schedules will be adjusted accordingly.

In the interim, the margins that exist in the equipment design provide reasonable assurance that equipment will function as required in the event of a design basis accident.
