Gentlemen:

The enclosed Staff memorandum, " Board Notification - Recent Issue on I

Nonsafety-Grade Equipment (NSGE) to Mitigate Transients", dated l

March 16, 1979 is being sent to the Licensing Board and parties for their information. The memorandum indicates that a Staff assessment will be made regarding the current practice of placing reliance on i

nonsafety grade equipment for the mitigation of the severity of anticipated operational occurrences. Although the Staff's evaluation is not yet complete, the Staff has stated that it believes that this matter is of no immediate safety significance but that it could lead to a change in Staff practice in the future.

Sincerely, James M. Cutchin, IV Counsel for NRC Staff Enclosure As Stated cc: See Page Two 2318 107 7 9 0 6 2 6 015cc
