The Detroit Edison Compcny has submitted Supplement 5 to their Environmental Report for Greenwood Energy Center Unit Nos. 2 and 3, and we have reactivated i

our environmental review of Detroit Edison's application for construction i

permits for the units.

f As part of our review, we evaluate the need for the proposed generating units.

Enclosed is the proposed outline for the "Need for the Plant" section of our supplement to the Final Environmental Statement (FES supplement) that will be produced in conjunction with our review.

was issued in Hovember 1974.) We would appreciate any comments you may have on this outline.

I We will be meeting with Detroit Edison in the near future to discuss, among i

other topics, Section 1 of the Environmental Report, dealing with the need i

for the plant.

and are invited to attend.

l Before we publish (for public comment) the draft of the FES supplement, we intend to send you the preliminary draft for your review.
