Dear Mr. Pickering:

Thank you for your letter of February 15 concerning Westinghouse's proposed export to the Philippines of a power reactor and components for p

this reactor.

The Cor: mission looks forward to the early receipt of the g

report of the IAEA group of experts on the safety aspects of this, facility and the Philippine's plan of action on ti.; recomendations of the report.

We will also be very interested, of course, in the final Executive Branch recocuendation on the reactor export after there has been an opportunity for review and assessment of these reports, as well as any additional Executive Branch comments on the components export.

Please be assured that the Comission appreciates the concerns of the Executive Branch with regard to the proposed interim export of reactor coc:ponents to the Philippines (XCOM-0013) as mentioned in your letter.

Tne Camission is actively reviewing this case but has not reached a licensing decision.

On April 19, 1979, the Cocaission received a petition seeking leave to 1

intervene and a hearing on XSNM-1471, an application covering che export L

of low-enriched uranium to the Philippines.

Petitioners also requested that the Co: mission. consolidate consideration of that application with XCOM-0013 and XR-120, an application covering a : eactor export to the Philippines.

Before acting upon XCOM-0013, the Comission would expect to issue a formal ruling on the consolic' tion re..;uest.
