This is in response to Mr. C. E. Vogel's letter of May 1,1979 and the telephone conversation of May 15, 1979 between our R. L. Jackson and Harold Foster concerning your request to delay initiating certain portions of your Material Measurement Control Plan (10 CFR 70.57) which becomes effective May 30, 1979.

We have determined that the granting of modified delays in implementing certain sections of your Material Measurement Control Plan will not endanger the common defense and security and is otherwise in the public interest. Accordingly, License Condition 2.1 is revised and new License Condition 2.1.1 is added to Amendment SG-4 to your License ~ No. SNM-1107 to read as follows:

2.1 The licensee shall follow the material control and accounting plan entitled, " Fundamental Nuclear Material Control Plan -

Columbia Plant" dated January 24, 1975; as amended June 10, September 23, October 14, 1975 and April 6, 1979 with the exception of Section 1.3, and as stated in License Condition 2.1.1, and as revised in accordance with the provisions of 10 CFR 70.32(c).

2.1.1 The licensee shall implement the Material Measurement Control Plan dated April 6,1979 by May 30,1979 with the exception of Sections 4.1.2, 4.2.3(g) and Section 4.5.

These three sections shall be implemented no later than June 30, 1979.

We have also concluded that your request for sixty (60) days extension, to June 30, 1979 to implement Section 4.6, has not been justified. The requirements of this portion of the plan shall be instituted by May 30, 1979.

_2-It is not necessary to extend the implementation date for Sections 4.3.1 (1stparagraph)and4.3.3. License Conditicn 4.2, as set forth ~in of our letter dated April 30, 1979, affords you an implementation date up to, but not to exceed, April 30, 1960.
