Dear Mr. Denton:

By letter dated April 24, 1979, the Toledo Coalition for Safe Energy has made several demands related to the operation of the Davis-Besse Nuclear Power Station, Unit No. 1. This letter is being treated by the Director of Nuclear Reactor Regulation as a request for action under 10 C.F.R. S2.206.

The first demand, related to "all possible operational problems, human and mechanical" is so broad and vague it must be dismissed; its lack of specificity permits no reasoned response by the NRC Staff. The next three demands are all related to emergency plans, and are actions which are neither required nor authorized by NRC regulations; as such they could be considered, if at all, only as a request for rulemaking, and not as actions relating to the status of a particular licease. The fifth and final demand -- for a hearing on the previous four demands --

is thus an empty request. 0 \
