Organizational Control of Emergencies This section of the plan describes the TI Attleboro emergency organizations onsite and augmentation from offsite support organizations.

It delineates the authority and responsibilities of key individuals and groups and presents the means for notifying, alerting, and mobilizing emergency personnel.

The emergency organization chart is provided for reference in Figure 10.5.5.

  • 10.5.5.1.

Normal Plant Organization The TI Attleboro Site Management Organization is structured such that the Manager of TI Attleboro Site Facilities or his supervisor is responsible for and has the authority as the TI Attleboro Site Emergency Coordinator (SEC) to declare an emergency.

The responsi-bility and authority of the SEC extends to all classes of emergencies described in Sections 10.5.4.1.2-4 (emergency alert through site emergencies).

The SEC, with the assistance of the HFIR Project Emergency Coordinator (HPEC), is responsible for classifying the emergencies according to the criteria established in Sections 10.5.4.1.2-4.

The SEC has the corporate authority and responsibility to notify industrial emergency response agreement organizations (e.g.,

LFFA, LLEA, etc.).

The HPEC is responsible for and has the corporate authority for responding to personnel emergencies as defined in Section 10.5.4.1.1 and notifying radiological emergency response agreement organizations (e.g.,

NIAT, RAP, etc) and the Nuclear Regulatory Commission.

During offshift periods, the !!PIR Project security shift supervisor is responsible for and has the corporate authority for responding to personnel emergenmies.

The HFIR Designated Process Engineer (DPE) provides assistance to the HPEC and is designated the Assistant to the HFIR Project Emergency Coordinator (AHPEC).

10.5.5.2.

Onsite Emergency Organization This section provides the onsite emergency organization of staff personnel for controlling each class of emergency for both day and night shift situations as applicable.

The Manager of IIFIR Projemt is designated the llPEC with the responsibility and authority to take charge of emergency control measures in the event of personnel emergencies.

In the absence of the Manager of IIFIR Project, the authority succeeds to the Manager of Nuclear bafety (MNS),

and then to the Designated Process Engineer (DPE).

10.5.5.2.1.1.2.

The TI Attleboro Site Security Shift Supervisor (SSSS) is designated the IIPIR Project emergency coordinator during offshift periods in the event of personnel emergencies.

In the absence of the SSSS, the authority succeeds to the Manager TI Site Security (MSS) and then to the IIPIR Project Security Administrator (IIPSA).

10.5.5.2.1.1.3.

The functional responsibilities of the !!PEC are the assessment of emergency circumstances to declare a personnel emergency, activating needed emergency response personnel, providing alerts to potentially required emergency response personnel, coordinating the efforts of needed emergency response personnel, and notifying the MilP or MNS.

10.5.5.2.1.2.

Emergency Alert, Plant Emergency, Site Emergency, and General Emergency.

10.5.5.2.1.2.1.

The Manager of TI Attleboro Site Facilities (MASF) is designated the TI Attleboro Site Emergency Coordinator (SEC) with the responsibility and authority to take charge of emergency control measures in the event of all classifications of emergencies with the exception of a personnel emergency.

In the absence of the MASF, the authority succeeds to the MSS then to the IIPSA and then to the SSSS.

Personnel evacuation and emergency area isolation provide adequate personnel protection until the liFIR Radiological Evaluation Team provides protective guidance by telephone and arrives onsite.

10.5.5.2.2.2.2.2.

Facility staff members are the Manager of Nuclear Safety (NSG and ifFIR Process Engineers alternates) all who are on call offsite.

10.5.5.2.2.3.

Firefighting The LFFA is notified in all instances of fire and when present assumes all responsibilities for firefighting at TI.

10.5.5.2.2.3.1.

Onshift

This functional area is assigned to the IIFIR Safety 7.ction Team (functional group of the IIFIR Project Emergency Organization section 10.5.8.1.1.2.) and augmented by the Building 10 Emergency Team and TI Attleboro Site Emergency' Teams (in the event of a severe emergency).

Duties of the !!PIR Safety Action Team are limited to initial firefighting efforts until the arrival of the LFFA.

Upon arrival of the LFFA, the duties of the IIFIR Safety Action Team (as augmented by the Building 10 Emergency Team) revert to the support of the LFFA as required.

Facility staff members are the llPPF, MNS, and MIIP.

The llPEC directs authenticated alerting of emergency response agreement organizations with the capabilities to treat emergencies having radiological consequences (e.g. City of Attleboro Fire and Police Departments).

Any liFIR employee may notify llFIR Project Security and/or the IIPPF of emergency situation.

Site Emergency The criteria for declaring a Site Emergency, as defined in Section 10.5.4.1.4.,

requires an escalated emergency response with respect to a plant emergency.

The response necessarily requires the notification for additional industrial and radiological emergency actions.

10.5.6.1.4.1.

The SEC directs (with the advisement of LLEA and LPFA) the notification and activation of additional TI Attleboro Site Security and/or emergency teams.

10.5.6.1.4.2.

The LLEA and LFFA directs the notification for the alert of potentially needed additional fire fighting and/or police support (e.g. City of Attleboro Mutual Aid Pact Organizations, cities of Norton, North Attleboro, Easton, Mansfield, and Plainville, Massachusetts), and Massachuset ts State IIighway Patrol.

10.5.6.1.4.3.

IIPEC directs the:

  • 10.5.6.1.4.3.1.

Authenticated notification and activation of radiological emergency response agreement organi-zations.

Governmental agencies (e.g. Massachusetts NIAT and U.S.N.R.C.)

are notified of any uncontrolled release of radioactivity and are summoned to T.I.

as per agreement letters.

  • 10.5.6.1.4.3.2.

Authenticated notification for the alert of potentially needed additional radiological emergency response agreement organizations (e.g.,

the Rhode Island llospital, U.S.D.O.E.-RAP).

10.5.6.1.4.3.3.

Notification of the U.S. Nuclear Regulatory Commission Region 1 OIE Duty Officer.

10.5.6.2.

Assessment Actions 10.5.6.2.1.

Methodology The method used for assessing radiological emergency circumstances is the activation of the Radiological Evaluations team by the IIFIR Project Emergency Organization and the assessment of the teams' findings with respect to defined action levels within the liFIR Project Emergency Procedures Manual (e.g.

determination of radioactive material release magnitudes, spread of surface contamination, estimated type and magnitude of personnel exposures).

Techniques Alpha & beta /gamua surface contamination survey equipment and techniques and emergency response personnel observa-tions are reported to the llFIR Project Emergency Coordinator for assessment.

The techniques of the assessment are the:

10.5.6.2.2.1.

Comparisons of survey and observation results with pre-established action levels specified within the ll P U P M.

10.5.6.2.3.

Determinations The determinations of the magnitudes of 1) radioactive material release, 2) spread of contamination, and

3) estimation of personnel exposures are integral to the assessment actions.

These determinations are accomplished by:

10.5.6.2.3.1.

Defining the specific IIFIR Project areas affected by emergency (e.g.

Inspection Area, Element Fabrication Area, Plate Storage Area, etc.) and equating the potential maximum radioactive material within the specific area to that material assumed to be released.

  • 10.5.6.2.3.2.

The llFIR Radiological Evaluations Team,possibly assisted by radiological response agreement organizations, per-form area alpha & beta /qamma contamination surveys of accessable areas and personnel and define boundaries of required control areas based upon pre-established contamination limits as specified within the alPEPM.

10.5.6.2.3.3.

The llFIR Radiological Evaluations Team, possibly assisted by radiological response agreement organi-zations, project estimated exposures to persons in accordance with practices established within the llPEPM.

10.5.6.3.

Corrective Actions The primary corrective actions for emergencies are the rapid and timely emergency organization response to cope with the emergency with appropriate manpower and equipment as deemed necessary by prudent assessment.

Under certain emergency situations, actions are taken to control or mitigate the consequences of the emergency to prevent or reduce the magnitude of a radioactive material release at or near the source of the problem.

Examples of such actions are:

Establishment of contamination control boundaries and limited personnel access.

Maintenance of Emergency Preparedness 10.5.8.1.

Organizational Preparedness

  • 10.5.8.1.1.

Training The IIPEC coordinator is responsible to assign a designated individual for the coordination and/or documentation of emergency training of emergency response personnel as required in this section.

This section describes the specialized training and retraining programs of emergency response personnel.

These programs for the following category of emergency response personnel are:

10.5.8.1.1.1.

TI Attleboro Emergency Coordinators (IIFIR Project and Site)

Initial training of emergency coordinators consists of detailed familiarization of the TI Attleboro IIFIR Project Emergency Plan and implementing procedures with special emphasis of hazards concerns and communications links with supporting site and offsite organizations having the capabilities to cope with specific phases of emergency response (e.g. City of Attleboro Fire Department Ambulance Service for ambulatory personnel, Rhode Island Ilospital for emergency decontamination and medical treatment, Massachusetts NIAT for offsite radiological monitoring assistance and public early warning and/

or control, etc.).

Annual (plus or minus six weeks) retraining is provided to emphasize communications links, notifi-cation procedures, classifications of emergencies, capabilities of emergency response organizations, and preplanned emergency response sequences.

10.5.8.1.1.2.

IIFIR Project Emergency Organization Personnel assigned to provide information to the IIFIR Project Emergency coordinator for emergency assess-ments and the IIFIR Project emergency coordinator are initially trained in the details of the emergency plans and procedures with specific emphasis on coor-dination of efforts with other response teams as directed by the IIFIR Project Emergency Coordinator.

The emergency response personnel are those belonging to the following functional groups or teams:

Building 10 Emergency Team Annual (plus or minus six weeks) retraining is conducted to review HFIR Project implementing procedures and to maintain emergency response proficiency of personnel assigned functional responsibilities.

10.5.8.1.1.3.

Local agreement organizations (e.g. City of Attleboro Fire and Police Departments, Attleboro Civil Defense, and Rhode Island Hospital) initial training consists of familiarization with the TI Attleboro emergency organizations, special emphasis of hazards, concerns, and the coordination of efforts to minimize the consequences of an emer-gency (e.g. cooperation in controlling contamin-ation boundaries with personnel and equipment, etc.).

Pre-established communications links and notifi-cation procedures are reviewed in detail.

Annual (plus or minus six weeks) refresher informa-tion is provided by TI to review contamination control measures, communications links, notification procedures, and special hazards concerns.

  • 10.5.8.1.1.4.

T.I.

HFIR Project employees are provided emergency a training annually evacuation and emergency re.

(plus or minus six weeks).

10.5.8.1.2.

Drills and Exercises Annual (plus or minus six weeks) drills and exercises will be conducted to involve the onsite emergency organizations in simulated accident situations developed in accordance with Site or Emergency scenarios.

Offsite (local and state) agreement organizations are notified of intended drills and are invited to participate.

These organizations are encouraged to participate in the communications and notifications procedures of the emergency response drills.

Monitoring of drills or exercises is accomplished by persons designated by the HFIR Project Emergency Coor-dinator to observe the effectiveness of the emergency response. Post drill critiques from individual emergency response teams and rganizations are provided to the HFIR Project emergency coordinator designee for assimilation into a final critique which is distributed to emergency response teams and organizations.

The final critique will include any recommendation for changes in the overall emergency response process.

After the emergency response teams and organizations have reviewed the final critique and resolved any recommend-ations, recommended procedural or action plans, 2337 147

Emergency Equipment and Supplies The operational readiness of all items of emergency equipment and supplies is provided by frequent opera-tional testing, calibration, and examination by liFIR Project Nuclear Safety.

Emergency equipment (electrical instrumentation) is operationally tested and calibrated quarterly.

Emergency supplies are verified quarterly to be available for use.
