'.ndustrial Wastewater Section Wisconsin Department of Natural Resources P.O. Box 7921 Madison, WI 53707

Dear Mr. Didier:

Preliminary Plans - Construction Phase Wastewater Treatment Facilities and Industrial Wastewater Treatment Facility Haven Nuclear Plant In response to your April 6, 1979 letter in which you raised questions regarding the above captioned preliminary plans for wastewater treatment facilities for the Haven Nuclear Plant, please note the following:

A. Construction Runoff Settling Basins

1. The references were inadvertently omitted from the preliminary plan. They are:

(1) Morrow, J. W., et. al. Characteristics and Treat-ment of Ready-Mix Concrete Waste- for Free Discharge. Proceedings of the 28th Indus-trial Waste Conference. Purdue University, pp. 192-204.

(2) U.S. Army Corps of E"gineers. Environmental Pro-tection Guidelines for Construction Contracts.

Document No. AD-AD14-146. Army Construction  ;

Engineering Research Lab, Champaign, IL.

July, 1975.

2. Settling Basin 4 is located on Figure 2.2 imme-diately east of the sewage treatment building. Out-fall 004, which receives treated effluent from Settling Basin 4, is located along the Lake Michigan shoreline less than 100 feet south of Outfall 003.

3. The runoff coefficients (C values) listed in Appendix A for each runoff collection area are values based upon the surfaced and unsurfaced conditions within the runoff collection area.

B. Industrial Wastewater Treatment Facilities

1. The 40 percent excess capacity in the neutralization sump is based upon engineering judgment. This excess capacity allows extended rinse periods following regeneration of the demineral.izers and provides freeboard for addition of sulfuric acid or sodium hydroxide during the neutralization process.
2. Sampling points on individual waste streams which discharge to Outfall 001 will be discussed in the final plans for the industrial wastewater treat-ment facility. _
3. If it is determined that it will be necessary for a biocide control system for the once-through cooling system, the plans will be submitted to the DNR for review and approval.

Should you have any further questions regarding these preliminary plans, please feel free to contact us.

Very truly yours,

^
