Dear Mr. Keppler:
IE Bulletin 79-09 directed certain actions for plants utilizing General Electric Type AK-2 circuit breakers in safety-related systems.
These breakers are used in safety-related systems at Davis-Besse Nuclear Power Station; therefore, enclosed is our response to IE Bulletin 79-09.

Determine whether or not GE type AK-2 breakers are used or planned for use in safety-related systems at your facility (ics).

GE type AK-2 breakers are used in safety-related systems at this facility.

If such circuit breakers are used or planned for use, identify the safety system involved and provide in written form your plans for developing a preventive maintenance program which will assure design performance with the GE type AK-2 circuit breaker.
Response
GE type AK-2 breakers are used in Control Rod Drive Control System trip breakers.
Design performance of these breakers will be assured by the performance of a periodic test.
The test will include instruc-tions given in the GE Power Circuit Breaker Instruction Manual (GEI-50299B) and GE Service Alert Letter No. 175(CPDD) 9.3, dated April 2, 1979. The frequency of the test shall be every refueling cycle (18 months). The procedure will provide for increasing the frequency when necessary based on experience.
Frequency will return to the refueling cycle when the affected breakers are replaced or a permanent correction is made.
The periodic test will be written prior to June 15, 1979 and the first preventive maintenance cycle will be completed by the end of the first refueling outage (scheduled to start March, 19cq).

The program shall include as a minimum 'but not be limited to the following:
a.
Establish and adhere to a preventive maintenance schedule regarding the subj ect circuit breakers.
b.
Have the maintenance performed by qualified personnel. The GE power circuit breaker instruction manual should be used as guidance in setting up the maintenance procedures.

During the prei ntive maintenance, perform the recommended corrective actions described in the enclosed GE Service Alert Letter No. 175(CPDD) 9.3, dated April 2, 1979.
Response
The periodic test will establish the preventive maintenance schedule. Adherence is assured by the inclusion of the test in the station periodic and surveillance test program. The maintenance shall be performed by persons approved by the Maintenance Engineer for the conduct of this maintenance.
Both the GE Power Circuit Breaker Instruction Manual and the GE Service Alert Letter No.175(CPDD) 9.3, dated April 2,1979 shall be used Fcr conduct of the maintenance as an integral part of the periodic test.
Based on B&W SOM !!382 of June 12, 1978, a program was established to ensure proper cycling, cleaning, and lubricatien of Control Rod Drive Control System breakers. This program will be superseded by the development of the periodic test discussed above.
