Dear Lieutenant Colonel Garrett:
i This is is response to your letter of April 9,1979 to Mr. Stello regarding the recent earthquake in Maine.

The following infomation was reported to the NRC staff during phone conversations with Maine Yankee Atomic Power Station personnel on l
April 18 and 19,1979:
I On April 18, 1979, operation of the accelerographs was checked.
i Due to corrosion of contacts it was determined that control room annunciation would not have occurred if either recorder had triggered.
Furthermore, the upper recorder may not have i
j operated during the earthquake for the same reason.
Proper operation of the lower recorder was demonstrated. The film l
was developed and confimed that the instrument had not triggered.
Section 5.9.1 of the Maine Yankee Technical Specifications sets forth l
the requirements for reporting events associated with facility opera-tion.
Specifically paragraph 5.9.1.6.g states the following must be reported within 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />s:

Conditions arising from natural or man-made events that, as a direct result of the event require plant shutdown, operation of safety systems, or other protective measures required by technical specifications.
Based on the infomation to date regarding the earthquake on April 17,1979, it would not have to be reported.
It should be noted however that, based on discussions with the NRC Region I Office of Inspection and Enforcement, Maine Yankee normally notifies that office of events of interest not required to be recorted.
In the case of the earthquake, Region I called Maine Yankee within an hour after the event thus the licensee's intent to notify Region I of the earthquake is not known.
