FACILITY ATTACHMENT - BRUCE GENERATING STATIONS (LICENSE APPLICATION XSNM01345, SECY-79-157A)
Discussion:
The subject license application to export high-enriched uranium to Canada for use in the Bruce Generating Stations, Nos.1, 2, 3, and 4 was forwarded for Comission action on April 11, 1979 (SECY-79-157A).
In that paper the. staff advised that facility attachment information had been requested and would be. forwarded when received.
On May 1, 1979, the staff received a telephone call from the Department of. State advising that a facility attachment for Bruce No. I has been concluded.
Information on the status of facility attachments for Stations Nos. 2, 3, and 4 is still being collected. The State Department however did note that,as referenced in Table 10 of the 1977 IAEA Annual Report, interim IAEA safeguards are being applied until.
facility attachments for Nos. 2, 3, and 4 are completed.
We are relaying this verbal information.in the interest of early notification to the Comissioners. We expect State to provide follow-up information on facility attachments for the Bruce Generating Stations at a later date.
The. staff reaffirms its.recomendation that the proposed license be issued to Transnuclear.
