PROPOSED LICENSE FOR IMPORT OF LEU UF FROM THE USSR (IMPORT APPLICATION ISNM 79005) 6 The Office of Nuclear Material Safety and Safeguards concurs in the draft staff paper pertaining to the above action (re Neal Moore's routing slip dated April 5, 1979) on the condition that changes be made as indicated below:

1.

Add an NMSS Technical Review Section to read as follows:

NMSS Technical Review: NMSS notes that the applica-tion does not identify the destination of any subsequent export. Accordingly, it is impossible at this time to provide any infonnation ccncerning the adequacy of safeguards to be applied to this material upon any subsequent export.

2.

Reword the NMSS portion of the coordination statement to read as follows:

Because the ultimate destination of the material is unknown, NMSS is unable to ascertain whether there are any foreign physical security or IAEA safeguards issues associated with this import.
