Docket Nos. 50-454, 50-455 ANSWER TO MOTION REQUESTING THAT THE BOARD SCHEDULE A SPECIAL PREfHEARING CONFERENCE The League of Women voters of Rockford, Illinois supports the setting of a date for the Prehearing Conference but opposes the contention in the Motion which states that sufficient time has been allowed for preparing supplements to the contentions for leave to intervene.
The League of Women Voters requests that the date for the Prehearing Conference should not be set before July 1,1979 because t1ere has not been time for gathering of suff-icient infonnation about the company's proposal for an operating license to frame con-tentions to intervene in a knowledgable way with " bases for each contention set forth wi th reasonable specificity."
The most important reason for this request for setting the prehearing conference after July 1,1979 is that copies of the Environmental Report, operating License stage, and the Final Safety Analysis Report were not received until April 10;1979; though they were requested of Commonwealth Edison by the League of Women Voters March 7th at a meeting in DeKalb, Illinois with Attorneys Karmon and Goddard for the Nuclear Regula-tory Commission and Attorney Murphy far Commonwealth Edison Company. The Environmental Report and Final safety Analysis Report consist of 16 volumes plus two large March,1979, Amendments that must be reviewed before supplementing the contentions of the' League petition to be submitted at the prehearing conference.
In addition,the League of women Voters of Rockford, Illinois' amendme'ts to the petition for leave to intervene are being made without the benefit of advise from a lawyer, AHo.
as stated in a letter to the Office of the Secretary, Dod 'ing and Service Section,U.S.
NRC, *the League was confused as to our ecceptance as ints. snors and steps to be follow-ed by an order from the Atomic Safety and Licensing Board dated March 23rd,.which did not clearly detail steps to be followed,as was done in the same sort of document sent to interveners for the Braidwood Nuclear Staticn.
For all of the above reasons the League of Women voters of Rockford, Illinois would appreciate your setting the date for the prehearing conference af ter July 1,1979, so that we may properly prepare amendments to our contentions to intervene in the operating 1 icense of the Byron Nuclear Station with ' bases for each contention set forth with reasonable specificity."
